Our Tampa Roots
HOP Construction Enterprises, Inc. president, Toliver Payne earned a Bachelor of Architecture from Virginia Polytechnic University, and has also been certified as a Class A General Contractor by the state of Florida since 1989. We are a small, locally owned and operated business with roots right here in Tampa, and have been serving the community’s building needs since 1985.
